Most libraries sort by visual style, so you pick something attractive, open it, and find the structure does not match what you have to say. These are sorted by delivery scene instead: material meant to win funding sits in one group, material meant to force a decision in another, material meant to make people remember an action in a third. Every outline states the audience and the running time it assumes.

People who know what to say and only lack a structure

If the content itself is still unclear, choosing a template lets the structure lead you around, and starting from an outline in the studio is the better move. When the scene is settled, the audience and the time are fixed, and you simply do not want to build a skeleton from nothing, picking the outline that matches the scene removes the most tiring step.
